As of the end of March this year, the number of car navigation systems and VICS units in operation exceeded 14 million and 9 million respectively, with the number of VICS units forecasted to exceed the 10-million mark sometime in the fall of this year. Additionally, the number of vehicles equipped with ETC equipment has reached 3 million, marking entry into a full-fledged growth phase.

Thanks to the efforts of all people concerned, I believe Japanese ITS is leading the world in terms of dissemination, and expectations for more advanced VICS and further development of DSRC in the framework of ETC continue to grow. In speaking on behalf of the government, we are promoting closer collaboration among the four ministries and agencies involved in the efforts to achieve the goals set out in the "e-Japan" priority plan. These include improving the delivery of traffic and road information, promoting driving and safety support, promoting the diffusion of DSRC applications, and international standardization of related technologies. Please know that the members of the Ministry of Public Management, Home Affairs, Posts and Telecommunications will do their utmost to work with you in effort to successfully implement these initiatives.

The information-communications field is now moving towards the actualization of a "ubiquitous network society". At the same time, focusing on the user, we would like to realize an environment in which people, roadway systems and vehicles are linked through ubiquitous networks based on ITS.

The ITS World Congress will be held here in Japan for the first time in nine years. Bringing everyone together, we believe that this is a good opportunity to appeal Japan's ITS to the citizens of Japan and the world, and make it the starting point for the second stage of ITS. In this respect, we look forward to your continued support and understanding.
